Since 1970, the Victorian road acident fatality rate (8.1 deaths/10,000 vehicles) has dropped from being one of the highest among motorised countries in the world to one of the lowest 2.8 in 1985). This report estimates the benefit-cost ratios (BCRs) of various road safety and traffic management programs/initiatives. At the macro level, BCRs for both the program in existence prior to the Social Development Committee (SDC) 1984 report and for the program recommended by the SDC have been calculated. BCRs are also estimated for individual components of the current road safety and traffic management programs and the new road safety initiatives package. The BCR used within this document was defined as nett community benefits ($1986) compared with Government costs of implementation and maintenance ($1986). The results and some additional information have been summarised in Tables A-C.
