The objective of this paper is to briefly describe a data collection process used by local transportation planning agencies and transit operators in planning, designing, and evaluating public transportation services and facilities for use by transportation-handicapped people. It is based on an extensive five-year research effort that was conducted by a national consulting firm for the Urban Mass Transportation Administration, which assessed various methods of collecting data concerning the composition and transportation needs of transportation-handicapped people.
