Planning infrastructure investment for road and railway networks requires demand projections over a period of at least twenty years. To meet these needs in the netherlands, it has recently been decided to develop a system for deriving long-term forecasts of traffic flows on the national highway and railway networks. An important part of this system is the "national model", which will be used to predict the changes in passenger traffic flows that will result from the construction of new infrastructure, from policy decisions on the pricing and control of the transport system and from wider social and economic changes.
