Cost minimizing positions, lengths and headways for parallel public transit lines having different speed.

Two of the basic elements in planning public transportation are the determination of route location and headway. In so doing the planner must trade-off the cost of service to the operator against the cost of travel time to the user. A model is presented which minimize the total system when lines have different speeds.
