This report uses earlier data to estimate the savings in casualties that could be achieved if all motorcyclists wore safety helmets, and the consequent economic benefits. In the case of riders, the economic benefits, are compared with the cost of the necessary helmets, but no such comparison is yet possible in the case of pillion passengers because their total number are not known.
