The cost of implementing and operating motor vehicle inspection (MVI) programs are a major source of concern to the States. This paper addresses the problem of estimating these costs as well as the value of the associated societal benefits of MVI programs. Privately-owned licensed stations have the advantage that the States do not have to bear the initial capital investment, however, the general public may have more confidence in State owned and operated facilities.
