Countering repeat drink driving : the need for a comprehensive approach.

This paper considers the issue of drink driving in Western Australia with a particular focus on enhancing measures to reduce the incidence of repeat offending. It provides a summary of the research evidence and international best practice and explores some of the complexities associated with designing an effective program to counter drink driving. A model drink driving program is outlined. The proposed drink driving program provides a multi-agency response aimed at reducing the incidence of repeat drink driving and the associated harm. It comprises a number of elements including: targeted education/information; driver-based sanctions; initiatives to limit unlicensed driving; a rehabilitation program including assessment, brief intervention and alcohol treatment; an alcohol interlock scheme; vehicle-based sanctions with provision for immobilisation, impoundment and confiscation; and supporting legislation and policies.
