During development and increase of motorization, societies face the problem of traffic risk, i.e. traffic accidents with a lot of casualties and significant property damage. Traffic accidents have reached such dimensions that in most of the countries they represent the most frequent cause of violent injuries. Therefore, establishment of a system for traffic safety management and formation of a firm preventive social mechanism, based on a larger number of participants, are the foundation of successful increase inthe level of traffic safety on state roads. The public enterprise Roads of Serbia, formed at the beginning of 2006 when the Law on Public Roads came into effect, is defined as one of the authorities for the establishment of traffic safety system in the triangle known as driver-road-vehicle. Pursuant to legal competences, responsibilities of Roads of Serbia are defined in view of management, maintenance, construction and exploitation of state roads in the Republic of Serbia. With the harmonization of European trends in traffic safety and national legislation, namely, with the adoption of the new Law on Public Roads and draft Law on Road Traffic Safety, special attention has been paid to the functions of Roads of Serbia, and the creation of conditions for the improvement of road traffic safety. The papershows the functional organization of the Roads of Serbia and basic activities directed towards the improvement of road traffic safety on state roads.
