In Work Group 2.2 Enforcement of CARDME (Concerted Action for Research on Demand Management in Europe) the technological state-of-the-art and current practice in enforcement of tolling and EFC were reviewed, problem areas with regard to technical, procedural and contractual interoperability were identified and potential solutions to these problems were indicated. Based on answers to a comprehensive questionnaire received from authorities in the EU member states, Norway and Switzerland and on a functional analysis of enforcement, it was shown that there are essential requirements to be met by any enforcement system. For cross-border prosecution of tolling/EFC violators there are even more severe problems to be solved. A generic element to tackle these problems is to come to bilateral agreements about support in enforcement.
