Curbing operational costs of road user charging schemes: 'the Norwegian experience'.

The number of toll projects in Norway is increasing and net revenues fromtoll financing makes up 25-30% of the annual budget for road construction. A list is given of the tolling projects in Norway in spring 2004. An increasing proportion of tolls are collected using electronic fee collection.The AutoPASS tag is based on an open standard owned by the Norwegian Public Roads Administration (NPRA) and used in all new toll projects. The operational costs of toll financing are described. A model for estimating the net revenues and reducing the risk of financial default is presented. The total cost of tolling and an average cost function were predicted using data from the NPRA's database of data from the annual financial statements compiled from toll companies. Recommendations for the future are proposed in relation to technologies employed, the role of legislature, the organisational framework, and the structure of financing.
