The objective of Work Package 270 is to review roadworthiness enforcement in non- European countries with the view to identifying alternative methods of enforcement that could add to the debate on how roadworthiness enforcement could be improved. Contact was made with countries that CITA or the researchers thought may have roadworthiness enforcement systems that were of interest. CITA has over 70 members from 40 countries throughout the world. All of these members are either directly or indirectly associated with the operation of mandatory periodic inspection systems. A number are also responsible for the operation of mandatory technical inspections of vehicles at the roadside. This broad membership provides CITA with access to a wide range of countries and ways of ensuring the roadworthiness of vehicles when in-service. This report does not attempt to provide a detailed assessment of road worthiness enforcement in all non-European countries, but rather focuses on initiatives, both existing and planned, that are different to that used in Europe. Underlying many of the new developments in roadworthiness enforcement has been a greater emphasis on chain of responsibility and on quality management systems.
