The CycleSafe Framework : a handbook for delivering cycling safely.

CycleSafe is a CTC campaign to emphasise the value of cycling for policy objectives on transport, road safety, health, social inclusion, and the environment. It aims to help UK local authorities to encourage more cycling and improve safety for all cyclists in line with national objectives. The CTC is seeking a commitment for local authorities and other agencies to work towards four key objectives: (1) systematically encouraging more cycling; (2) reducing cyclist risks and casualties; (3) engaging and involving relevant road users; and (4) committing enough resources to these objectives. The CycleSafe Framework is designed to help local authorities to meet these objectives through a best value approach (challenge, compare, consult, and compete), to deliver a policy package integrating engineering, education, encouragement, and enforcement. The CycleSafe Action Plan was designed to achieve more safety through more cycling, and was partly based on 13 case studies, which are outlined. The Plan makes recommendations for cross-departmental ACTION, based on the need to: Audit and assess policies, Consult and communicate with the public, Target set and share goals, Introduce joint policies, Organise changes, and Nominate key people. A self-audit table gives essential ingredients for achieving cycling and safety targets.
