A smooth and orderly traffic serves as a symbol of a modern cosmopolitan city. In 1990s, with the constant and fast development of China's economy, the city function of Dalian is becoming more and more complete day by day, which makes Dalian the hub of economy, finance, culture, and tourism of Northeast China. During the period of the accelerating economy, Dalian government has attached a high importance on the infrastructure construction. Since 1996, the government has all together injected over 70,000,000 Yuan RMB to commence the so-called "Transportation Smooth Project." The intelligent traffic system set up gradually helps Dalian realize the goal of none traffic jam. Consequently, Dalian has ranked No.1 in the national level competition of "Transportation Smooth Project" for two consecutive years, and has been a demonstration of intelligent traffic management in China. The development of economy increases the traffic demand for vehicles, and the number of temporary people and times for citizens to travel, which results in the conspicuous contradiction between the traffic demand and the municipal traffic infrastructure construction. Were this contradiction not solved properly, the traffic management would fell in the bad circulation of congestion construction-congestion again-reconstruction. Thus, Dalian has learned the successful experience of municipal traffic management from those western developed countries, made the strategic choice of developing public transportation, and emphasized on the tram transportation with large capacity and high speed.
