The increasing traffic in dangerous goods makes it essential for the safety of a tunnel and its users to classify the chemicals and other materials carried through it in order to recognize whether a given load presents some fire, explosion toxic or other hazard which may pose a greater threat in a tunnel than it does above ground; and to decide in advance of its presentation for passage whether it can be allowed through without restriction, passed through under escort or prohibited from entry.
