"In the dark, a taper is better than nothing" : a one year follow-up of a successful street lighting and crime prevention experiment.

After briefly reviewing some earlier studies of the effects of improved street lighting on the prevention of crime and reduction of the fear of crime, this paper presents the results of a repetition of a similar study at two locations in and near Glasgow. In the original study, residents' opinions and behaviour were examined before lighting changes were made in December 1990 and three months after their implementation. Although several beneficial effects of the lighting changes were identified, it was clear that the period of three months was insufficient to assess fully the continuing impact of improved street lighting. Thus it was decided to repeat the study in December 1991, using the same methods at the same sites: (1) Bellgrove, in eastern Glasgow; and (2) High Blantyre, about 14 miles to the south. Of the 184 people originally interviewed, 136 finally completed interviews in the follow-up study. It was found that the significant short-term improvement, noted after three months, was only sometimes maintained over a year. More usually, there was a drift back towards the situation before the lighting was upgraded. However, pedestrians remained more relaxed, and women remained more confident about going out after dark on foot. Noticeable reductions in car crime were sustained.
