This paper makes an inventory of the problems associated with the analysis of developments in traffic safety. The paper indicates that traffic safety may be made up of a combination of exposure and risk factors. Using both factors, the paper describes the framework for explaining developments in traffic safety. Within this framework, an important role is assigned to the periodical multi-year analyses that are carried out not systematically at this moment. Using these analyses, the connections should be made between the long-term, short-term and the actual development in traffic safety. The multi-year analyses should also form the context both for the standard reports in the coming period, and the specified expectations against which these reports should be tested.
