This report describes and proposes a classification system of roads in built-up areas. The report describes why this classification system is needed. Important aspects of a road classification system are the function, design, and use of roads. The relations between these three aspects are presented in a model. The report distinguishes between the traffic and living function of the road. The traffic function of the road is divided into the through function and the distributor function. The report also describes how a road administrator can categorise the road network.
