Samenvatting
The COVER evaluation is the evaluation of the following three Dutch covenants concerning the traffic and transport field: the Decentralisation Impulse (DI) covenant concerning traffic safety, VERDI, and the `sustainable safety' starting programme. In these covenants, the concept of decentralisation and managerial cooperation in the traffic and transport field is worked out. The purpose of the COVER evaluation is to learn about the working of the covenants separately, but also about covenants in general and about managerial cooperation. Different governments and social organisations are involved in the evaluation. The COVER evaluation is carried out using the special evaluation method of self-analysis and visitation. (A)
