Since the late eighties a decentralisation in the Netherlands can be observed. In the area of traffic and transport this overall decentralisation was established in three governmental covenants: the Decentralisation Impulse (DI) covenant concerning traffic safety, VERDI, and the 'sustainable traffic safety' starting programme. All three work out the concept of decentralisation and managerial cooperation in the field of traffic and transport. The recently completed COVER evaluation was set out to learn about the working of these covenants in practice. Did these covenants establish what was expected? In what way could this have been improved and what is the value of the results for the future? In this paper, the results of the COVER evaluation are presented. (A) For related work see ITRD E206384.
