The Provincial Road Safety Boards in the Netherlands have the function of being a platform for governmental and pressure groups in order to stimulate an effective approach to road safety problems. The Board in the province of Gelderland commissioned to calculate if the Second Long-term Road Safety Plan offered sufficient perspective to achieve the target that all local governments had set themselves. The target is a reduction of 50% in the number of road deaths, and 40% in the number of in-patients; this to be achieved by 2010 in comparison with 1986. It was calculated that the target for Gelderland could be achieved by means of the intended measures, provided that their execution was of a high quality. This high quality is determined especially by a good tuning of infrastructural, enforcement, educational, communication, and facilitating measures. It is recommended that an extensive monitoring system be set up in order to discover if the intended measures were being exercised, and if the required traffic behaviour was being achieved. (A)
