Even if the yields of the public transport will have the same procentual increase as the costs, the exploitation costs will still increase. The depressing of the increases of costs is in her results incompatible with the promoting of public transport. Therefore a possibility to escape to the always increasing exploitation costs can exist in not to pay for the "use" of public transport but for the "placement at disposal" of the transport.
