Recently, doubts have arisen about the ability of influencing mobility by spatial policy. That mobility is one of the built-in aspects of town planning and urban design is nevertheless above any doubt. Yet, studies implicate that success can be found in bringing mobility measures within town planning and urban design in close relation to the quality of urban life. In addition to an approach from a physical and environmental point of view, this needs also serious attention for relevant economic and social aspects. The starting point for such an approach lays in focusing attention on the user, which can be realised by using a bottom-up principle in the planning and design process. The VPL ("Local Environmental Traffic Achievement") strategy offers clues for this purpose. (A)
