Samenvatting
Problems for disabled road users, which are dependent for their mobility on some kind of transport, are discussed and recommendations are presented. The main new policy in thinking is if how person together with his transport mode can take part in traffic on such a way that this is safe for him and for other road users. Only when this policy is accepted a disabled person can be a road user in a justified manner and can be an independent road user.
