This report summarizes a series of studies into the development of an implementable on-line procedure for estimating current capacity, that is the capacity related to the actual road and weather conditions. The height of the actual capacity is important for the applications of a dynamic traffic engineering such as ramp metering and rerouting. See also C 6566.
