Within the framework of the Twente Regional Parking Study (See also IRRD 847389), a mobility survey among employees has been carried out. The results of this inquiry provide data on car use for commuter traffic directed towards the inner cities of Almelo, Enschede, Hengelo and Oldenzaal. Compared to other medium-sized cities the car share in commuter traffic is relatively small. It was concluded that a relationship exists between sectors and cities. Differences in modal split between cities coincide with differences in modal split between sectors. The modal split in a city is influenced to a great extent by the economic structure of that city. In Enschede and Hengelo more than 75% of the employees park their car in their private employers' car park. This greatly restricts the ability of local authorities to influence parking behaviour. Sectors differed in having particular parking places. This fact also points to the conclusion, that differences in economic structure between cities lead to differences in the possibilities of cities for influencing modal split. Recent parking policy such as increasing parking fees and parking restrictions has influenced neither the share of the car in the modal split nor parking behaviour.
