`De Wijde Blik' is the first new style regional traffic management centre in the Netherlands. The centre's task is to guide and monitor traffic on the national roads in the North Holland region as effectively as possible. Until now, this was achieved by traffic measures that usually operate automatically and are characterized by individual regulation. The step towards dynamic traffic management (DTM) must still be taken. Commissioned by the Directorate-General for Public Works and Water Management (Rijkswaterstaat) of the Directie Noord-Holland, TNO lnro worked in close co-operation with this organization on the transition from traffic control to traffic management. A methodology was developed for this process. This methodology is in line with the national projects `Architecture for Traffic Management' and `Control Tactics', and consists of four sequential steps: (1) Establishing policy objectives; (2) Prioritizing policy objectives; (3) Operationalizing objectives; and (4) drawing up guidelines. As a result more insight is available under what conditions the manual implementation of traffic management measures are necessary and how to do that. (A) See also IRRD E201375 (C 12941).
