This paper describes breve that the mean disadvantage of the traffic and transport system, the roadunsafety, has a price that is too high. The present policy in road safety seams not to decrease the amount of traffic casualties. The limiting of this freedom could be a price for roadsafety that is too high. But it is probably the only price.
