This paper treats pricing measures as part of packages of measures to improve the accessibility mainly in the Randstad (Netherlands) area. Several measures are mentioned that improve the tuning of transport demand and the road capacity. Special attention is paid to the operation of pricing measures. It is concluded that pricing measures are very effective in theory, but suffer from extreme impopularity. A solution is to include pricing measures in policy packages that also include more attractive measures. This way, effectiveness is combined with public support. The `Accessibility Offensive Randstad', as proposed by the national government, aims to bring about this combination. However, too much attention for the political feasibility of these accessibility packages leads to compromises with respect to combination of measures, which could lead to contrary effects. Using results from literature, some critical remarks are made with respect to the effectiveness of accessibility packages. Based on this, the paper ends with a number of recommendations. (A)
