This study was carried out in preparation for a study on policy requirements. It is concluded that traffic accidents involving slow-moving road users are particularly underrepresented in police records in The Netherlands. Another conclusion is that the existing registration form gives rise to problems, particularly with regard to the questions allowing a more `open' interpretation. A large proportion of the information relating to manoeuvres, including the circumstances leading up to the accident, in the Transport Research Centre, Department for Statistics and Data Management (AVV/BG) database is taken from these forms. In view of the importance of this data for formulating policy, it is advisable to amend the questions on the registration form or on the accident report. It is also concluded that the method for specifying the location of accidents on non-hectometred roads is not always as accurate as it could be.
