This report gives an account of a number of steps. The aim is to produce a manual for those who are both working on the intersection of environmental planning and traffic safety, and are willing to give traffic safety a more and concrete place in the environmental planning process. An analysis of the current planning process in The Netherlands shows that one has to make a distinction between the formal legal procedures, and the informal proceedings. Traffic safety is not given a prominent place within: (1) the realm of legal procedures; and (2) within the informal proceedings of discussion, advisement, and participation. Traffic safety gains importance only at a late stage, when local planning is the subject. It appears from the activities of actors involved in the planning process that there are possibilities for improvement. The hierarchical character of the law on planning makes it logical to give traffic safety explicit attention already at the highest level. Methods and tools will have to be developed. The aim is to make the effects of environmental choices on traffic safety clear in all stages of the planning process. Finally, a draft for a manual is included as appendix.
