Rail transport has great market potency. The rail scenario that was elaborated for the Dutch National Traffic and Transport Plan (NVVP), is in accordance with this. This paper describes the interactive advisory process that Railned and the Department of Transport have executed. This process-oriented approach is set alongside the product-oriented approach of Rail21 and the Second Transport Structure Plan (SVV-II). The approach according to the "netvision" methodology, makes it possible to follow a transparent advisory path, which consists of clearly defined steps with feedback possibilities. The distinction of different layers in the transport production chain offers insight into the process of demand and supply and optimisation of the price quality relation in each market between two layers. In this approach, the differentiation of services in each layer is an important tool. A better use of the infrastructure capacity and a selective facilitation of the demand are important guidelines in the process of optimising the societal cost effectiveness. Furthermore, building new capacity remains necessary. Innovate impulses in this field are required. In the future, rail can contribute substantially to societal objectives, for example, the accessibility of cities. For this a clear process is more important than a blueprint for 2020.
