The interdependence between traffic and transport and spatial planning in town centres is insufficiently considered. That is the reason why, regarding the formulation of alternative developments for the functioning of town centres, a balance between the desired centre-filling and the correlated traffic and transport provisions must be fixed very positively as a third condition. For urban policy it is necessary that in the planning process the limitations which the available money and time budgets and the available traffic systems impose on the developing alternatives are taken into account.
