In a town, long usage results in an optimum arrangement as regards surfacing, lighting, vegetation etc and this should also apply to traffic engineering and control. It would be ideal if all traffic could be removed from the town centre but if public transport and/or vehicle traffic were prohibited a dead city would result. The necessity of retaining a door to door service in the town centre must be borne in mind. Where there is a long established use of the town centre for residence it is better to regulate private transport, to accept public transport on a limited number of routes and to prohibit traffic from all roads which have no access to parking garages. Such an arrangement in the town centre is considered much better than vehicle-free shopping streets. For the covering abstract of the conference see IRRD abstract no 238553.
