In this memorandum it is examined how the safety of motor scooters can be estimated. It is also studied which conditions should be placed on the use of motor scooters in terms of safety. The Netherlands is maintaining the European guideline for a driving licence in which no distinction is made between motorcycles and scooters. This guideline, however, offers the possibility of introducing a separate driving licence for light motorcycles for persons 16 years of age and older. Every country can determine whether it will permit the driving of a light motorcycle with a car driving licence, and whether additional limitations may be imposed. Based on the literature and the experiences gained in other countries, letting people under the age of eighteen drive light motorcycles and/or motor scooters is concluded as being undesirable. Those with a licence to drive a car should take an additional course in riding a light motorcycle or scooter, and should gain experience in riding these light motorcycles and scooters. (A)
