This paper addresses the question of whether it is possible to develop and use a database with the intention to compare modes and chains in freight transport on outlines. Based upon a literature survey (mainly Dutch reports), some other databases and some premises, it appeared to be possible to create such a database. However, there are still a number of gaps in knowledge and data that need to be filled in in further research. The possibility for comparing modes and chains in freight transport on outlines also shows the impossibilities. A detailed comparison needs a lot more data. The question is whether these are available and useable. A too detailed database is less transparent and requires a lot of maintenance. Practically speaking, the data can be applied for different kinds of policy analysis. Examples are: inventorying transport effects using different modes and chains; comparison of modes on the aspects of transport, economy and sustainability; underpinning pricing policy and modal shift policy; and as a quick scan for cost-benefit analysis.
