This report is the first part of a study aimed at developing a strategy for a long range plan for the Regional Organization for Road Safety in the Dutch province of Overijssel (ROVO). The report performs an exploration of road hazard in Overijssel. Important results are as follows: (1) On average, over the 1990-1992 period, about 3, 300 road accident victims were registered in Overijssel; (2) There were 94 fatalities, and 868 persons who required hospitalisation; (3) Most injury accidents occur on both 50 km/h speed limit roads inside built-up areas, and on 80-90 km/h speed limit roads outside built-up areas; (4) The proportion of cyclist victims is in Overijssel greater than in the whole Netherlands; (5) The proportion than in the whole Netherlands; (5) The proportion of pedestrian victims in Overijssel is smaller than in the whole Netherlands; and (6) the combined group of cyclists and moped riders represents half of all road accident victims in Overijssel. The report also describes the results about the road users' alcohol consumption and seat belt use in Overijssel in relation to the whole Netherlands. The results about road users' speeding behaviour are given for only Overijssel. See also C 3213 and C 3214.
