This paper describes the Decision-Framework prepared for Mobile Internet,Security and Wireless Networks for California's Capitol Corridor Intercity Passenger Rail. Researching this passenger rail future has been an effort stretching from France, India, and Japan with input and knowledge sharing from other rail properties around the world. The Capitol Corridor Joint Powers Authority (CCJPA) in cooperation with Caltrans Division of Rail, islooking to make available a mobile and terrestrial network that will serve as the backbone for not only customer internet connectivity, but for operational applications ranging from food inventory tracking to homeland security improvement. The paper summarizes the requirements, business model and technical recommendations and candidate implementation models that weredeveloped by the project team with support by technical and business expert panels.
