Decision-making techniques are reviewed in application to transportation system evaluation. The joint program metropolitan plans for the twin cities of Minneapolis - St. Paul are discussed. The joint program was formulated to ensure the most effective use of scarce resources in meeting stated goals or objectives. Goals and policies will be revised at least once every five years. Programs will be revised annually. Community values were investigated for selection of alternative plans. It is concluded that concentration is needed to create the capacity for decision- making in metropolitan growth problems.
