The quality of service of an exclusive bicycle facility is a function of the number of passing and meeting maneuvers, according to the Highway Capacity Manual, 2000. As microscopic simulations are increasingly used for design and operational analysis, there is a growing need to represent other modes of transport such as bicycles in these models. This paper presents models to represent passing maneuvers of bicycles on both exclusive and on-street bicycle facilities. A passing maneuver is represented as a sequence of models that evaluates a bicyclist's decision to pass/overtake or follow a lead bicycle, estimates the critical distance headway as a passing maneuver is initiated, the passing speed and lateral spacing it maintains during passing, and lateral spacing from passed bicycle, adjacent vehicle, and from the right curb during passing. These models may be used to represent passing maneuvers in a microscopic simulation model. The models developed show that the decision to pass a slow moving lead bicycle, modeled as a binary logit model, depends on the lead bicycles speed and the relative speed of the lead and following bicycles. The headway a following bicyclist maintains prior to initiating a passing, and the maximum lateral spacing between a passed and passing bicycle also depends on the relative speeds of the bicycles. The models were developed based on data collected at a bicycle path and at two signalized arterials with bicycle lanes.
