The Scottish Government have been approached by the City of Edinburgh, Glasgow City and Aberdeen City Councils asking if we would enact provisions contained in Section 44 of the Transport Scotland Act 2001 which would enable these three Councils to use decriminalised powers to enforce bus lane offences by camera. Enactment of these powers would be supplementary to existing police enforcement powers in respect of bus lane offences. It is anticipated that the effect of the introduction of these powers would lead to an increase in enforcement of bus lane offences with fewer motorists being inclined to use them as a means of avoiding congestion. This would, in turn, lead to improvements to the running of public transport thereby enhancing the performance and quality of bus services, and the subsequent reduction of emissions, in the Council areas where these measures are to be introduced.
