Definition of target groups for safety campaigns.

The author considers the definition of target groups in the formulation of road safety campaigns. He suggests that the more clearly a target group is defined, the better its needs and motives can be analysed and the greater the chance of suitable incentives being offered and desirable behaviour achieved. Examples are given of target groups which have been too wide such as all juvenile drivers rather than male juvenile drivers and all children rather than a particular category of children.
