This is the first annual report of the Department for Transport which was created in May 2002 (when changes were made to the distribution of responsibilities between UK government departments. The former Department for Transport, Local Government and the Regions (DTLR) split with non-transport functions moving mostly to the Office of the Deputy Prime Minister (OPDM). Transport related health and safety matters moved to the Department for Work and Pensions). This report gives details of the DfT's expenditure on transport and future plans for 2003-4. Chapter 1 is an overview of key activities and achievements in the past year against aims and objectives. Chapter 2 gives the structure of the new Department for Transport, its functions and the role of its Executive Agencies and other bodies. Chapters 3-8 set out the main activities: (3) the strategic road network; (4) railways; (5) local transport - buses, light rail, parking, local roads, home zones, cycling, walking, transport in London, congestion charging;; (6) aviation and shipping; (7) safety and security - road safety, speed control, rail safety; (8) sustainable transport. There are six appendices: (A) public expenditure tables; (B) recruitment tables; (C) Departmental strategies, publicity and advertising; (D) Public Service agreement targets; (E) Departmental investment strategy; (F) Public Accounts Committee recommendations. The report finishes with a list of useful addresses and details of the year's DfT publications.
