The availability of flexible, cost-effective technology is no longer a barrier to the implementation of road pricing in urban areas. However, technology remains a driver of program design and approval. This paper reviews the progress of pricing initiatives in San Francisco, focusing on ongoing planning efforts. The evolution and approach of these planning efforts point to observations regarding the advancement of pricing as a system management and funding mechanism. Given the relative novelty of congestion pricing, planning requires detailed technical analysis, intensive engagement with the public and stakeholders, and early discussion regarding use of funds.
