This paper traces the development of alternative tendering procedures for major roadworks contracts in the Roads Directorate of the Scottish Office. The drawbacks of conventional methods are discussed and the advantages of design and build outlined. Experience with design and build is described beginning with a contract for the A9 Kessock Bridge in 1975. The various procedures used in this and subsequent contracts are reviewed. A growing interest in submitting alternative designs led the Roads Directorate to offer a range of Alternative Tender options. These comprise a variety of combinations of tender type, time and price. The use of alternative tenders on current contracts is outlined. A number of issues which have been raised are listed.
