The author defines a panel as a sample of individuals, households or institutions which are the subjects of repeated measurement. This paper begins with a discussion of the policy relevance of panels as a research tool; explains their potential advantages over other survey methods and outlines the initial policy applications for which the dutch panel is intended to be used. There then follows a summary description of the panel design, sample selection, survey instruments and an evaluation of the response to the first two survey waves. Results of the analysis are available for only the first wave and uses of these preliminary results are discussed.
