3B-1 offshore platform was planned to accommodate infrastructure of the road which links Cebu South Coastal Road to the business / commercial area of Cebu City. It fronts the City Hall, Carbon Market and other major business facilities. Instability of the land is a consequence of the character of the material and geographical features of the reclamation. Offshore platform 3B-1 has common characteristics with other reclamations which have suffered damage by earthquake. This report covers the assessment of the possibility of a disaster of the 3B-1 offshore platform during an earthquake, and the methods of mitigation and countermeasures to landslides which may be induced. This technical paper is presented in in the knowledge of recent events that led to disastrous landslides in Southern Leyte Province, Philippines.
