This document is the second technical annex to Deliverable 9. This gives detailed specifications of the Network State Monitoring and Prediction (NSMP) system. The document gives detailed specifications of the following functions: (1) 'Get new measurements'. This function processes the data coming from road-side stations; (2) Current capacity estimation; and (3) travel time and congestion monitoring. The General European Road Data Exchange Network (GERDIEN) NSMP system will be an application in a GERDIEN Generic Road Management System (GRMS). The DRIVE II GERDIEN project is aimed at the implementation of an open road data exchange network in interurban motorway networks. The GRMS can be connected to the GERDIEN data network. The GRMS is capable of subscribing to information flows in the data network. The GRMS provides on line minute measurements of both traffic data and topological information about the road network. The NSMP uses this information for the computation of estimates of both the current and expected network traffic state.
