The manual comprises a state-of-the-art information aid in the design and operation of streets and highways. It takes the form of a training course which reviews urban street planning concepts. More specifically the course has been structured to enable the participant to perform the following items using updated techniques and concepts: conduct or supervise studies and data acquisition necessary for street design work; classify the existing street system on the basis of street function; prepare a major street plan; prepare design standards for urban streets; identify and correct design-oriented street operational problems; make application for various design-oriented street improvement programs; review construction plans to ascertain operational efficiency and safety; prepare environmental impact statements in accordance with project requirements; give a balanced consideration to transit, pedestrian, and bicycle requirements in street design; and, integrate design with requirements of signal timing and operation. A major objective of the course is to review the current emphasis on greater use of existing facilities and its impact on design standards and practices.
