These guidelines are intended to provide advice to State and local government instrumentalities on the design and construction of bicycle facilities. They should be read in conjunction with the Traffic Authority's Bulletin entitled "Planning for the Bicycle" which describes a basic method for the planning of a bicycle transport system in urban areas.
