This paper was presented at the `Privatized maintenance : making it work' session. These proceedings are available on CD-ROM. In 1996 Saskatchewan Department of Highways and Transportation went through a major re-organization like many other jurisdictions throughout Canada. During the re-organization maintenance sections and areas were scrutinized and changed to deal with continued optimization of department funding. One of the major impacts to the public and industry associated with the changes involved the level of service determined by winter maintenance activities. Part of the re-organization implementation plan involved reviewing section and area changes one year after they were completed. This would allow for continued improvement and changes to unforeseen problems. The review process involves using benefit cost analysis to determine winter maintenance resources. (A)
